Difi – The Hunt for Good Procurement

Our task was to make the regulations so tangible that even new buyers would think: Yes, I can do this!

The Norwegian public sector buys 460 billion NOK every year. To ensure that the money is used for the good of the community, to prevent corruption and to ensure fair competition, the buyer must follow procurement regulations. And if you’re interested in using procurement strategically, purchasing can quickly become a complicated affair.

In collaboration with Difi (the Norwegian government’s Agency for Public Management and eGovernment) and the law firm Simonsen Vogt Wiig, we developed the e-learning course “The Hunt for Good Procurement”.

From beginner to best practice

We follow the novice buyer Nils as he makes video blogs about the various purchases he makes for his workplace. Difi wanted the course to reach several target groups: new buyers, experienced buyers and managers. We therefore produced several modules that could be taken together, or individually. As a beginner, Nils shares his experiences with simple purchases, and with more experience he has to deal with increasingly complex challenges. An expert helps him stay on track when things get tough. She explains the legislation and provides best practice examples from real life to inspire and teach.

«The course received a lot of interest from the target group, and I have received a lot of positive feedback such as ‘very good,’ ‘clear and concrete,’ ‘many recognize themselves in buyer Nils – that’s how everyday life is,’ and so on.»

Ingrid Bjerke, project manager at Difi
