KS Digital has signed one of the largest contracts of its kind in Norway by partnering with Task and Valamis to deliver a new, modern learning platform for municipalities and county councils. This platform will replace the well-established KS Learning, which has served as a key tool for competence development in the municipal sector for many years.

“We have now signed a contract with Task and Valamis and are excited to begin this collaboration. This procurement means that Norwegian municipalities and county councils can look forward to a modern competence platform tailored to today’s and future needs,” says Sidsel Nordhagen, Managing Director of KS Digital.

The new solution will provide Norwegian municipalities with a platform that enables collaboration to offer employees relevant and updated training opportunities. This is crucial in a time when the municipal sector faces significant challenges in recruiting and retaining staff.

Task, a Norwegian company headquartered in Oslo with local offices in Trondheim and Kristiansand, will deliver the solution in collaboration with Finnish software provider Valamis. Valamis provides the technology, while Task will support municipalities in successfully implementing their training programs.

The new platform, KS Learning, has been developed to address key challenges:

  • Usability: Simplified design, intuitive navigation, and advanced tools for creating engaging learning content.
  • Strategic focus: Reliable data analytics that offer insights to support strategic competence planning.
  • Efficient functionality: AI-powered tools for personalized learning paths, real-time feedback, and insightful analytics to track progress and success.

Jussi Hurskainen, CEO of Valamis, states: “This collaboration reflects our shared vision of transforming learning. With AI-powered, personalized tools, we enable public sector employees to develop skills that foster both personal growth and organizational success.”

Lasse Hamre, Director of Business Development at Task, adds: “Task is proud to support this ambitious project. We are highly motivated to assist municipalities in building a digital learning environment that matches Norway’s leadership in public governance.”

The platform will also be available in both Norwegian Bokmål and Nynorsk, with Valamis’ AI translation tools facilitating multilingual content.

Implementation begins in 2025

The implementation of the new platform will begin in early 2025. Oslo, Tromsø, and Midt-Telemark municipalities have been selected as pilot municipalities, and training for superusers and key personnel in KS Digital will be the first step. The platform will then be tested and piloted before a full-scale launch.

“The sharing and reuse of data is a cornerstone of all public digitalization. Establishing a new service based on KS Learning is an excellent example of how we reduce duplicate procurement efforts and contribute to the efficient use of resources moving forward,” says Nordhagen.
